Nationals
- Original and copy of the juvenile ID card of the minor (valid on the front and back, undamaged in plastic with a seal, with legible data and photograph) or birth certificate of the minor (in good condition, with legible data).
- Bank guarantee or insurance company bond to cover damages to third parties for an amount of B/.25,000.00 valid until the minor turns eighteen (18) years of age or until the time specified by the insurer or bank. Must be requested by the father and/or mother, or legal guardian when there is no father and/or mother.
- Present the result from an authorized laboratory whose origin is endorsed by the Technical Council of Public Health of the Minsa with the blood type and RH factor. (Must indicate the user’s full name, ID with a fresh seal and signature from the laboratory technician).
- Present a certificate of good physical and mental health. The certificate must indicate the user’s full name, ID number, with a fresh seal and signature from the doctor with their specialty. It has a validity period of six (6) months from the date of issue of the document. *No mental health certificate from a psychologist applies to this type of procedure.
- Present a negative result for the consumption of marijuana and cocaine from an authorized laboratory whose origin is endorsed by the Technical Council of Public Health of the Minsa (Must indicate the user’s full name, ID, with a fresh seal and signature of the laboratory technician). It has a validity period of six (6) months from the date of issue of the document.
- Certificate of theoretical and practical training course from an authorized agent or by the A.T.T.T. that certifies that the applicant is suitable to drive the type of vehicle corresponding to the application. The expiration of the initiated process is subject to the validity of this requirement (365 days from the date of issue).
Applies to driving licenses with categories A, B, and C.
- Perform visual, auditory, theoretical, and practical validation at the branch according to the procedure established by the A.T.T.T.

- People with a hearing disability certificate from Senadis may present a medical diagnosis issued by an ENT specialist or an audiometry examination with a validity of no more than 6 months (from the date of issue). It must have the full name, personal identity number (card or passport), signature and fresh seal of the person issuing the diagnosis or exam result. With this documentation, the person with a disability certificate will not have to perform the hearing validation.
Requirements for father, mother, or legal guardian:
- Original processing request from the father, mother, or legal guardian, duly signed, stating that they will be jointly responsible for the civil liability incurred by the minor. Original and copy of their identity document (if foreign, present the migration card and passport according to the nationality of registration). Valid, undamaged, and legible photograph.
It is mandatory to submit the application on behalf of the person signing the bond or bank guarantee (mother and/or father, legal guardian) and the person accompanying them during the process (mother and/or father, legal guardian). - Father, mother, or legal guardian must be present throughout the process for assistance, cannot be with the minor during visual, auditory, theoretical, and practical validations.
Important:
- Names, surnames, and document numbers must match or be identical in all presented requirements. If there is any difference in the data, supporting documents will be requested to validate that it is the same person and will be subject to verification.
- All documentation in a language other than Spanish must be translated and stamped by an interpreter authorized in the Republic of Panama (with a fresh seal and signature).
- All documentation provided must be valid, in good condition, undamaged, and legible data and photograph must comply with security guidelines. (Applies to all requirements).
- The legal guardian must present the legal document that attributes them to this condition. If it is a document issued abroad, the signature must be authenticated.
- The vehicle must be in good condition and with its vehicle registration updated (valid decal and sticker).
- Access of vehicles to be used in the practical validation area:
- Vehicles labeled by driving schools authorized by the A.T.T.T. can only be used by users holding a valid certificate with category(s) matching the vehicle(s) to be used issued by said school.
- Any private vehicle can enter once to take the test.
- The issuance of the provisional driving permit is conditioned on compliance with the provisions of the traffic regulations and that all requirements are valid at the time of printing the document.
- The validity of the provisional driving permit is determined by the expiration of the bond by the insurer/bank guarantee or until the age of eighteen (18) is reached (whichever occurs first).
- Article 118 of the traffic regulations regulates provisional permits for those over sixteen (16) years of age.
- Once the process has started, it must be completed at that branch.
- Payment must be made at the branch where your process ends.
- You can make your payment in cash, with a credit and debit card at the ATTT cash registers within Sertracen branches. Also through online banking or at ATMs, once the operator provides you with the control number of your new procedure in case of paying by ATM.
Foreigners
- Original birth certificate of the minor duly certified by the Consulate or Embassy of the country of birth of the minor in Panama, with its respective authentication of signatures at the Ministry of Foreign Affairs in Panama.
Important: It can be apostilled in the country of birth of the minor if it is a signatory to the Hague Convention.
- Original and copy of the migration card (valid, undamaged plastic with a seal, legible data and photograph).
- Original and copy of the ordinary passport (according to the nationality described in the migration card, valid and undamaged).
- Bank guarantee or insurance company bond to cover damages to third parties for an amount of B/.25,000.00 valid until the minor turns eighteen (18) years of age or until the time specified by the insurer or bank. Must be requested by the father and/or mother, or legal guardian when there is no father and/or mother.

It must be requested by the father, mother, or legal guardian if neither parent is available.
- Present a certificate of good physical and mental health. The certificate must include the full name of the user, ID number, with an official seal and fresh signature of the physician, along with their specialty. It is valid for six (6) months from the date of issuance. A mental health certificate from a psychologist is not applicable for this procedure.
- Submit a negative drug test result for marijuana and cocaine from an authorized laboratory, verified by the Technical Health Council of MINSA. The test must include the full name of the user, ID number, with an official seal and fresh signature of the lab technician. It is valid for six (6) months from the date of issuance.
- Undergo a visual and hearing validation (virtual or in-person, depending on the procedure) according to the process established by A.T.T.T.

- Must be in good standing with A.T.T.T.
- Submit the current provisional driving permit.
- Individuals with hearing disabilities must present a medical diagnosis issued by an otolaryngologist and an audiometry test with a validity of no more than 6 months (from the date of issuance). The document must include the full name, personal identification number (ID card or passport), fresh signature, and official seal of the diagnosing professional and test result. With this documentation, individuals with hearing disabilities are exempt from the hearing validation.
Note: The SENADIS disability card will not be accepted, as it is only valid for economic benefits under Law 134 of 2013. The disability card from the Ministry of Health will also not be accepted, as it is only for medical care within the health system.
Requirements for the father, mother, or legal guardian:
- Original request form from the father, mother, or legal guardian, duly signed, indicating that they will be jointly responsible for any civil liability incurred by the minor. Original and copy of their identity document (if foreign, they must present a valid immigration card in good condition and an original passport according to the nationality stated on the immigration card).
- It is mandatory to submit the request from the person signing the bond or bank guarantee (father, mother, or legal guardian) and from the person accompanying the minor during the procedure (father, mother, or legal guardian).
- The father, mother, or legal guardian must be present throughout the entire process; they cannot be next to the minor while the visual and hearing validations are being conducted.
Important:
- Names, surnames, and document numbers must match in all submitted requirements. If there is any discrepancy, supporting documents will be requested to verify the identity, subject to verification.
- Any documentation in a language other than Spanish must be translated and stamped by an authorized interpreter in the Republic of Panama (with an official seal and fresh signature).
- All submitted documentation must be valid, in good condition, undamaged, with legible data and photographs, and must comply with security guidelines. If the father, mother, or legal guardian is foreign, they must present an original passport according to the nationality stated on the immigration card (applicable to all requirements).
- The legal guardian must present the legal document that grants them guardianship. If the document was issued abroad, the signature must be authenticated.
- The issuance of the provisional driving permit is subject to compliance with traffic regulations and the validity of all requirements at the time of document issuance, except for the passport of the foreign father, mother, or legal guardian, which must be presented in its original form according to the nationality stated on the immigration card.
- The validity of the provisional driving permit is determined by the expiration of the bond issued by the insurer/bank guarantee or upon turning eighteen (18) years old, whichever occurs first.
- Article 118 of the traffic regulations governs provisional permits for individuals aged sixteen (16) and older.
- Once the procedure has started, it must be completed at the same branch.
- Payment must be made at the branch where the procedure is finalized.
- Payment can be made in cash, by credit or debit card at the A.T.T.T. cashiers within Sertracen branches. Payment can also be made via online banking or at ATMs once the operator provides the control number for the new procedure in case of ATM payment.
- If the procedure is online, payment must be made using the following methods:
- Through the platform with a VISA/Mastercard credit card. Also, via ATM or online banking. If selecting the delivery method, payment must be made via VISA/Mastercard credit card.
- Original birth certificate of the minor, with signatures duly certified by the Consulate or Embassy of the minor’s country of birth in Panama, with the respective authentication of signatures at the Ministry of Foreign Affairs in Panama.
Important: It can be apostilled in the country of birth of the minor if it is a signatory to the Hague Convention.
• If the minor possesses a permanent youth resident card (Cédula E), they must present the original and a copy of their personal identity card (valid on both the front and back, without damage to the plastic and seal, with legible data and photograph).
• Original and copy of the migration card (valid, without damage to the plastic and seal, with legible data and photograph).
• Original passport according to the nationality described in the migration card.
• A bank guarantee or a surety bond from an insurance company to cover third-party damages for an amount of B/.25,000.00, valid until the minor turns eighteen (18) years old or for the period determined by the insurer or bank. It must be requested by the father and/or mother or the legal guardian if there is no parent available.
• Submit a certificate of good physical and mental health. The certificate must indicate the user’s full name, passport number, and bear the fresh stamp and signature of the physician with their specialty. It is valid for six (6) months from the issuance date. *A certificate of good mental health issued by a psychologist is not applicable for this procedure.
• Submit a negative drug test result for marijuana and cocaine consumption from an authorized laboratory, whose origin is endorsed by the Technical Health Council of Minsa. (It must indicate the user’s full name, passport number, and bear the fresh stamp and signature of the laboratory technician). It is valid for six (6) months from the issuance date.
• Undergo visual and auditory validation (virtual or in-person, depending on the processing method) according to the procedure established by the A.T.T.T.

• Must be in good standing with the A.T.T.T.
• Submit the current provisional driving permit.

• Original application form signed by the father, mother, or legal guardian, indicating that they will be jointly liable for any civil responsibility incurred by the minor. Original and copy of their identification document (if foreign, they must present a valid migration card, undamaged, and an original passport according to the nationality described in the migration card).
The application form must be submitted by the person signing the surety bond or bank guarantee (mother, father, or legal guardian) and the person accompanying the minor during the process (mother, father, or legal guardian).
• The father, mother, or legal guardian must be present throughout the entire process for attention and cannot be with the minor while they undergo visual and auditory validations.

• All documents in a language other than Spanish must be translated and stamped by an authorized interpreter in the Republic of Panama (with a fresh stamp and signature).
• All submitted documentation must be valid, in good condition, without damage, and with legible data and photographs that comply with security guidelines. The only exception is the passport, which must be presented in its original form according to the nationality described in the migration card (applies to all requirements).

• Payment must be made at the branch where the process is finalized.
- Payments can be made in cash, by credit or debit card at ATTT cashiers within Sertracen branches, through online banking, or at ATMs once the operator provides the control number for the new procedure if paying via ATM.
If the procedure is online, payment must be made through the following methods:

- A bank guarantee or a surety bond from an insurance company to cover third-party damages in the amount of B/.25,000.00, valid until the minor turns eighteen (18) years old or until the insurer or bank determines otherwise. It must be requested by the father and/or mother or legal guardian if the parents are not available.
- A certificate of good physical and mental health must be presented. The certificate must include the full name of the applicant, ID number, with a fresh stamp and signature of the doctor along with their specialty. It has a validity period of six (6) months from the date of issuance. *A certificate of good mental health issued by a psychologist is not applicable for this type of procedure.
- A negative drug test result for marijuana and cocaine from an authorized laboratory, whose origin is endorsed by the Technical Health Council of Minsa, must be presented (it must include the applicant’s full name, ID number, with a fresh stamp and signature of the laboratory technician). It has a validity period of six (6) months from the date of issuance.
- A lost license report from the Public Prosecutor’s Office, only in case of loss or theft over B/.250.00.
- Completion of the lost license form and sworn declaration at the branch.

- The applicant must be in good standing with A.T.T.T.
Requirements for Parent, Guardian, or Legal Representative:
- The original application form from the parent, guardian, or legal representative, duly signed, indicating that they will be liable for any civil responsibility incurred by the minor. Original and a copy of their identification document (if foreign, they must present a valid migration card, without deterioration, and an original passport according to the nationality stated in the migration card).
- The application must be submitted by both the guarantor of the surety bond or bank guarantee (mother and/or father, legal guardian) and the person accompanying the minor during the process (mother and/or father, legal guardian).
- The parent, guardian, or legal representative must be present throughout the entire process.
Important:
- The names, surnames, and ID numbers must match or be identical across all submitted documents. If there is any discrepancy, supporting documents will be required to verify identity, subject to further validation.
- Any document in a language other than Spanish must be translated and stamped by an authorized interpreter in the Republic of Panama (with a fresh seal and signature).
- All submitted documents must be valid, in good condition, without deterioration, and with legible data and photographs complying with security guidelines. If the parent, guardian, or legal representative is foreign, they must present an original passport according to the nationality stated in the migration card (applies to all requirements).
- The legal guardian must present the official document that grants them this status. If the document is issued abroad, the signature must be authenticated.
- The issuance of the provisional driving permit is subject to compliance with traffic regulations and the validity of all requirements at the time of printing the document. The exception is the passport of the foreign parent, guardian, or legal representative, which must be presented in its original form according to the nationality stated in the migration card.
- The validity of the provisional driving permit will match the expiration date of the last issued permit.
- Article 118 of the Traffic Regulations governs provisional permits for individuals over sixteen (16) years old.

- The duplicate request (generated automatically once the required documents are uploaded) has a verification period of 72 business hours (Monday to Friday, excluding holidays) for pending minor infraction checks by A.T.T.T.
- In case of requesting a duplicate due to corrections, name changes, document number changes, or other updates to identification documents, the user must present their driver’s license at the branch. The legibility of the license data will be verified before processing any requested changes. Supporting documents must be provided to validate the requested modifications.
- Payment must be made at the branch where the process is completed.
- Payments can be made in cash, by credit or debit card at A.T.T.T. cashiers inside Sertracen branches. Online banking or ATM payments are also available once the operator provides the control number for the new procedure in case of ATM payments.
- If the procedure is online, payment must be made using the following methods:

In case of requesting a duplicate for corrections, name changes, document number changes, and other updates in identification documents, the user must present the driver’s license at the branch, and it will be verified that the data on it is legible to proceed with the requested changes. Supporting documents where the change is validated must be presented.

The payment must be made at the branch where the process is completed.
- Payments can be made in cash, by credit card, or debit card at the A.T.T.T. counters within Sertracen branches. Also, via online banking or at ATM machines once the operator provides the control number for the new process in case of payment via ATM.
If the process is online, payment must be made using the following methods:
- Through the platform with a VISA / Mastercard credit card. Also, at ATMs or via online banking. If the delivery method selected is Delivery, payment is made via VISA / Mastercard credit card.
