Nationals

  • Original and copy of personal identity card (valid, without deterioration in the plastic and seal, with legible data and photograph).
  • Present the physical license to be homologated (valid, without deterioration in the plastic/seal, with legible data and photograph, meeting the security features of the document).
  • Present the certification of the valid foreign license and comparison: These requirements must be issued by the licensing authority or by the Consulate/Embassy/Diplomatic representation of the country of origin of the driving license in Panama/Friendly Embassy of the country of origin of the driving license in Panama.
  • Certification of the foreign license: It is the document certifying the validity of the driving license to be homologated; it must contain the following information:

      – The term “certifies” or “declares.”
      – NName of the autonomous person in charge of validating the information.
      – NName of the user, identity document number, license number to be validated, along with the issuance and expiration date.
      – Place or country of issuance of the driving license.
      – Describe the valid vehicle categories.
      – Seal and fresh signature of the certifier.

  • Comparison of the foreign license: It is the faithful copy of the original certified license on both sides (front and back), with a fresh seal and signature
  • Authentication of the signature(s) of the certification and comparison of the driving license: The authenticity of the signature of the certification and the comparison can be certified by one of these methods:
    AApostille: If the country is a signatory to the Hague Convention.
    Consular endorsement: Certify the signatures at the Consulate/Embassy of Panama in the country of origin of the driving license and then present it to the Ministry of Foreign Affairs of Panama (Department of Authentication and Legalization of Documents).
    Diplomatic Mission: Certify the signature of the person on a diplomatic mission in Panama at the Ministry of Foreign Affairs of Panama (Department of Authentication and Legalization of Documents).
  • Present results with blood type and RH factor if the driving license to be homologated does not describe it. The result must be issued by one of the clinical laboratories authorized by the Technical Council of Public Health of the Ministry of Health. (It must indicate the user’s full name, identity card, with a fresh seal and signature of the laboratory technician).
  • If any of the categories to be homologated are equivalent to category D in Panama (Light trucks up to eight (8) tons and private buses up to sixteen (16) passengers), a negative result on the consumption of marijuana and cocaine by the Technical Council of Public Health of the Ministry of Health must be presented (It must indicate the user’s full name, identity card, with a fresh seal and signature of the laboratory technician). [Requirement by law 146 of April 15, 2020, effective from May 15, 2020].
    All drug consumption laboratory results have a validity period of six (6) months from the date of issuance of the document.
  • Conduct visual and auditory validation at the branch according to the procedure established by the A.T.T.T.https://www.sertracen.com.pa/sucursales/

  • You must be in good standing with the A.T.T.T.
  • People with hearing disabilities must present an original medical diagnosis issued by an Otolaryngologist, or they must present an original audiometry exam, both of which must not be older than 6 months. With this information, individuals with hearing disabilities do not need to undergo auditory validation.

NOTE: The SENADIS disability card will not be accepted, as it is only valid for the economic benefits granted by Law 134 of 2013. The Ministry of Health disability card will also not be accepted, as it is only for medical care in the Health system.

Important:

  • Anyone aged 85 and above must take the practical skills test according to the category(ies) of their license to be homologated.
  • If you are a senior citizen, retiree, or pensioner, you can request in-person processing without a prior appointment.
  • Anyone aged seventy (70) and above can opt for a driving license, which will be valid for two (2) years. Additionally, a certificate of good physical and mental health issued by a specialist in internal medicine or geriatrics must be presented. This certificate must not be older than 6 months and should include the full name, identity number, seal, and fresh signature of the doctor.
  • The procedure applies in all branches nationwide with a prior appointment.
  • Notary publics do not authenticate the legality of a document, so the documentation issued by this type of official is not acceptable for the driving license homologation process.
  • The issuance of the driving license is conditioned on compliance with the traffic regulations and that all requirements are valid at the time of document printing.
  • Payment must be made at the branch where the procedure is completed.
  • You can make your payment in cash, with credit and debit cards at ATTT counters within Sertracen branches. Also, through online banking or ATMs once the operator provides you with the control number for your new transaction if paying by ATM.
  • Names, surnames, and document number must match or be the same on all presented requirements. If there is any difference in the data, supporting documents will be requested to validate that it is the same person and will be subject to verification.
  • All provided documentation must be valid, in good condition, without deterioration, and legible data and photograph must comply with security guidelines. (Applies to all requirements).
  • Any documentation in a language other than Spanish must be translated and stamped by an authorized interpreter in the Republic of Panama (seal and fresh signature).
  • The issuance of the driving license is conditioned on compliance with the traffic regulations and that all requirements are valid at the time of document printing.
  • If you have an active payment arrangement, the validity of the driving license will depend on the clause established with the A.T.T.T.
  • NYou must not have accumulated more than fifty (50) points in your driver’s history at the time of requesting the procedure. [Requirement by law 146 of April 15, 2020, effective from May 15, 2020].
  • Once the procedure is initiated, it must be completed at that branch.
  • Permits (for minors) and international licenses are not homologated.
  • The homologation of a foreign license is allowed only once and must be done when applying for a Panamanian driving license for the first time.

The categories of public transportation do not apply to the process of homologation of a foreign license, Article 113, subparagraph b.1., requires “Being Panamanian.”

Foreigners

  • Original and copy of the migration card (valid, without deterioration in the plastic and seal, with legible data and photograph). If you have a permanent resident permit (cedula E), you must present the original and a copy of the personal identity card (valid, without deterioration in the plastic and seal, with legible data and photograph).
  • Original and copy of the ordinary passport (valid and undamaged, according to the nationality described in the migration card).
  • Present the physical license to be homologated (valid, without deterioration in the plastic/seal, with data and photograph legible, complying with the security characteristics of the document).
  • Present the certification of the valid foreign license and comparison: These requirements must be issued by the licensing authority or by the Consulate/Embassy/Diplomatic representation of the country of origin of the driving license in Panama/Friendly Embassy of the country of origin of the driving license in Panama.
  • Certification of the foreign license: It is the document certifying the validity of the driving license to be homologated; it must contain the following information:

    • You can make your payment in cash, with credit and debit cards at ATTT counters within Sertracen branches. Also, through online banking or ATMs once the operator provides you with the control number for your new transaction if paying by ATM.

  • If you have an active payment arrangement, the validity of the driving license will depend on the clause established with the A.T.T.T.
  • You must not have accumulated more than fifty (50) points in your driver’s history at the time of requesting the procedure. [Requirement by law 146 of April 15, 2020, effective from May 15, 2020]
  • Foreigners with a new document number: to process a driving license after any change of identity document (passport to passport, passport to identity card, identity card to passport, or identity card to identity card), records must be updated to the new number:
    Vehicle registration (vehicles to be updated)
    Minor infractions (pending ones must be paid, and payment arrangements must be updated to the new document number)
    Weights and dimensions (vehicle processes to be updated or related to your name must have completed all their processes, meaning the withdrawal of cards and payments)
    Traffic courts (restrictions and police reports must be resolved or updated to the new number).
  • Once the procedure is initiated, it must be completed at that branch.
  • Learner’s permits (for minors) and international licenses are not homologated.
  • The homologation of a foreign license is allowed only once and must be done when applying for a Panamanian driving license for the first time.
